Leribe — Gender Equality Disability and Social Inclusion (GEDSI) is highlighted as the critical concept incorporated into Impact Action Based Forecasting and Warning Services (IBFWS) Framework so as to accommodate every person into weather forecast issues.

This was revealed by District Disaster Manager Butha Buthe and GEDSI Focal Person Ms. Mojabeng Mohloki in an interview with  the agency on Wednesday at Hlotse in Leribe.

She said in a long time the issuing of  weather forecast has been excluding other groups of people, citing disabled persons, hence GEDSI inclusion into the one week workshop of implementing IBF Framework.

Explaining further,  she said the workshop has called upon the representatives of disabled persons  and youths to take part in the workshop so as to contribute towards the implementation of the framework, by tabling out the details of what the disabled people need in this regard.

"The disabled people know more of their needs and this gives them an opportunity to air their views into how the weather forecast be communicated to them similar to the said normal  people," she stated.

She elaborated on the weather forecast message to be clear enough to communicate with those visually impaired, deaf or physically disabled, putting in place the resources needed to adhere to that.

Dwelling on other groups, Mohloki elaborated on inclusion of namely elders and children, saying the weather forecast need to be communicated to them regardless of the challenges they are facing, citing health challenges.q

" Some elders are not able to attend public gatherings due to being old or sick but they need information so if severe impacts of the hazard hit they are also protected," she stated.

Moreover, she said mainstreaming GEDSI in Early Warning System ( EWS) says disaggregation matters as women and girls face higher disaster mortality thus gender norms affect information access.

Again, she said children and elderly experience higher exposure and limited mobility during emergencies.

Referring to disabled persons, she said they are two times likely to die in disasters because no preparedness is adhered to in assisting them to evacuate the prone areas.

Mohloki highlighted geography as another important factor to consider when disseminating weather forecast, as it has been identified rural and remote communities receiving warnings last or not at all while also the technical forecasts often inaccessible to low literacy communities.

" Smallholder farmers, fishers and pastoralists are disproportionately exposed," she stated.

In an interview with agency LNFOD District Coordinator Leribe Ms. Lerato Seqonoko said it is with greatness that IBF framework has come into implementation.

She said for a long time the impaired persons did not receive the weather forecast as anticipated as the communications styles to their understanding was ignored.

However she said the new framework based on the impacts resulting from the hazard is clear as it gives also the disabled persons the opportunity to align with the actions called upon to overcome such.

Seqonoko said also it would be important for the weather forecast be disseminated through drawings which will guide one to understand how the weather will be like.

In conclusion, she highlighted that one of the challenges faced is that not all the disabled persons receive the weather forecast due to residing in remote areas and do not have access to media, phones and social media.

However, she said she passes on the information to others through whatsup but it does not reach the populations with disability as expected hence the framework.

Speaking at the same workshop, the representative of Bacha Re Bacha Youth Forum, Mr.  Mosoeunyane Mosobelo said the workshop is very informative, saying through different social media platforms the youth will easily access the weather forecasts.

He explained youth as residing in technologically advanced environment currently and passing weather forecast information through social media makes it easier for them to go through it and gain the insight.

Again, he said in this regard the information will in this regard be easily communicated to other groups, citing elders.

He furthermore said youth have more followers on Facebook and whatsup to mention a few, making it easy to pass weather forecast timely to a large population.

The Impact Action Based Forecasting is spearheaded by the Disaster Management Authority (DMA) and Lesotho Meteorological Services (LMS).

It transitions the country from expensive, reactive disaster responses to cost effective, proactive anticipatory actions.
