Maseru, Nov. 08 – Reshuffling of Cabinet Ministers is essential as far as administration is concerned, the well-known Lesotho’s Political Scientist, Professor Kopano Makoa has unveiled.
In a telephonic interview ahead of the anticipated reshuffling as well as the swearing in of new Ministers, Professor Makoa said this is not a disruptive process, saying this is how governments operate.
He told the Agency that Ministers are not state functional as in the case of public servants, adding their presence in Ministries is to ensure making and implementing decisions on policies in conjunction with other Ministers, thus this is not expected to affect service delivery.
“Ideally, this is to say that the reshuffle is meant to pave the way for the possible team of Ministers, ministers are expected to bring in expertise so as to function better for the sake of the nation”.
However, he pointed out that expertise is not independent from the knowledge and as such both go together as this work is structured in a certain way otherwise reinvention of the work.
According to Professor Makoa, the ministerial position is a technical process, thus requiring them to learn and improve the ultimate goal of knowledge sharing.
Professor Makoa is a retired Political Science Lecturer, he holds a Masters in Political Science from Kansas University in the United States. He also holds a Doctorate from the University of Liverpool in the United Kingdom.
His doctoral thesis was titled, Lesotho: The Politics of Development. He has written and launched books that include “Politics, Government and Governance in Lesotho since 1993”. The Professor retired from NUL at the age of 65 in the year 2010.
